Risk Based Pricing Rule

I'm having a little trouble wrapping my mind around this new rule that will take effect January 1. Can anyone tell me, at the dealership level, what they are doing to comply with this? I thought it might be a joint effort between the dealership and the lending institute being used but I am hoping someone can clear this up for me. The whole thing seems cumbersome and unnecessary but that's just my slightly biased opinion. Thanks for any information you can share.
