We use Enfotrace GPS. They offer a starter interrupt (we don't use it) and are pretty affordable. The units are in your price range and service per unit is less than $20/year.
We have been very happy with the service and they have a lot of features that we love. For example, you can have them pre load the locations of local impound lots and be automatically notified when a car gets impounded.
